A methodological and practical contribution to air quality policy analytics - Two practical examples in France

It is well known that public policies aim at contributing to the respect of the so-called “public interest”. In this area, risk analysis and costs-benefits analysis have mainly contributed to frame more transparent and more robust policies in the fields of safety, environment and health. However, this notion of public interest can be polysemous and can represents different “actors interests”. Indeed, it is currently accepted that public policies are complex processes where technical and scientific aspects have to be balanced by individual, social and cultural consideration. When dealing with air quality policy, the same observations remain. The main motivation of this paper is: (i)to develop the idea of a need for practical and research contributions in the development of integrated approaches and methods, called hereafter, “policy analytics” that will help public regulators in their daily tasks and, (ii)to share practical experiences within this perspective. Based on an interdisciplinary research and by mobilizing issues such as for example “preference learning”, “argumentation theory”, “problem structuring and formulation” and “decision aiding practices” this paper suggests to contribute more specifically to give answers to two crucial problems faced in practice. The first one consists in considering the ways the different international and national regulations and norms in the area of air quality are applied to contribute and serve the public interest such as the preservation of health and environment integrity for the long term benefit of the society. The second one deals with the problem of the disparities in distribution of costs and benefits, induced by the air quality policy, on the different actors and stakeholders of the civil society considering the policy cycle (e.g. during the design, the testing, the implementation, the evaluation and the review of the policy). We will illustrate our contribution by two case studies:alternate circulation measure and wood heating regulation measures in France.
